What are PASCAL Delivers and OCLC InterLibrary Loan?

PASCAL Delivers logo PASCAL Delivers is South Carolina's virtual academic library. Funded in part by the South Carolina General Assembly, it allows students, faculty, and staff at member colleges and universities to request library materials from other members. There is no charge to the person borrowing materials. For details, see http://www.pascalsc.org/

OCLC logoOCLC InterLibrary Loan allows CSU students, faculty, and staff to borrow materials from any library in the United States which participates in the OCLC WorldCat/WorldShare Resource Sharing program. After you identify an item you need, CSU ILL staff will place the request via OCLC. You are welcome to search OCLC's WorldCat database yourself but it is not required. The CSU ILL staff will make every attempt to request the item from a library which charges nothing or the lowest possible fee, but there may be a cost to you. If you request an item via OCLC which is available from a PASCAL Delivers member library, the CSU ILL staff will first attempt to borrow the item via PASCAL Delivers instead. To save time and receive your materials faster, it is always a good idea for you to search PASCAL Delivers first and place your request there if possible before submitting a request via OCLC ILL.

How Much Does It Cost to Request an Item via ILL?

There is no charge for books borrowed via PASCAL Delivers.

Charges for books or journal articles requested from OCLC ILL depend on the lending library. While some libraries on OCLC will lend materials at no charge, others may charge significant fees per item. The CSU ILL staff will make every attempt to request the item from a library which charges nothing or the lowest possible fee, and the CSU Library will cover up to $5.00 per request. The ILL request form has a place where you may indicate the maximum that you are willing to spend for each request if the fee exceeds $5.00.

Materials Which May and May Not be Requested via ILL

No materials owned or accessible at the CSU Library in print, microform, or electronic format may be requested via InterLibrary Loan. However, if a book is only available at CSU in electronic format and you need to use a print version, you may request the print version through ILL. Journal articles available in electronic format at CSU may not be requested via ILL.

For PASCAL Delivers, generally only circulating books may be requested, though some libraries may also lend AV materials (videos, DVDs, CDs, audiotapes, etc.). The status in the PASCAL Catalog will say AVAILABLE if the library is willing to lend it via PASCAL Delivers. Journal articles may not be requested through PASCAL Delivers.

For OCLC InterLibrary Loan, generally only circulating books and copies of individual journal articles may be requested, but many libraries will send copies of individual pages or chapters from non-circulating books. Entire issues of a journal are not available through InterLibrary Loan. Some libraries will lend microfiche or microfilm, or AV materials such as videos, DVDs, CDs, or audiotapes, but many will not.

Books which are only available in electronic format at another library may not be borrowed via InterLibrary Loan, though sometimes copies of chapters may be requested. Journal articles which are only available in electronic format at another library may or may not be available via InterLibrary Loan, depending on the restrictions of their contract.

Each library has the right to refuse to lend any of its materials through ILL.

Visiting Other South Carolina Libraries in Person

Current CSU students, faculty, and staff may visit any PASCAL member library in person and either use materials there or check out materials directly using the PASCAL Visiting Patron program. The four other PASCAL members in the Charleston area are: the Citadel, College of Charleston, Medical University of South Carolina (MUSC), and Trident Technical College. Materials borrowed directly from a PASCAL library may be returned to the CSU library or to the other library.

Current CSU students may request borrowing privileges at the Charleston County Public Library. Their Otranto Branch is less than 2 miles from the CSU campus, located on Otranto Road behind the K-Mart on Rivers Ave. Materials borrowed directly from CCPL must be returned directly to them.

Further information and links to the other libraries' online catalogs and websites may be found on the Other Libraries webpage. If you do not wish to visit the other library in person, materials from other libraries may be requested via PASCAL Delivers or OCLC ILL and they will be shipped to the CSU Library.

What is My Library ID Number for PASCAL Delivers?

When PASCAL Delivers asks for your library ID number, use your CSU ID number. For example, if your CSU ID number is 1234, it may be printed on your ID card as 000001234, 0000012341, 0000012342, etc., but you would use 1234 for your PASCAL Delivers library ID number.

If your number is not being accepted by PASCAL Delivers, check your CSU Library status by logging in to My Account in the CSU Library Catalog to verify that you do not have overdue materials or outstanding fines at the CSU library. Or call the CSU Library Circulation Desk at 843-863-7938. Or contact Eileen Lutzow at 843-863-7951 or elutzow@csuniv.edu with your full name and CSU ID number.

Can I Borrow Books From PASCAL Delivers if I Owe Money or Have Overdue Materials at the CSU Library?

No. You must be in good standing with the CSU Library in order to request materials through PASCAL Delivers, which means that you cannot have overdue materials or outstanding fines at the CSU library. Also, because your status in the PASCAL Delivers catalog is updated nightly, if you return overdue materials or pay outstanding fines at the CSU Library, it may take a day to clear your status with PASCAL Delivers. If you cannot wait overnight for your status to be updated automatically in PASCAL Delivers, contact the CSU ILL staff or Eileen Lutzow (at 843-863-7951 or elutzow@csuniv.edu) with your full name and CSU ID number and they may be able to clear your status immediately.
